Abstract

The article provides a comprehensive analysis of the organizational and didactic foundations of the system of professional development of basketball referees in the United States. The essence of this system is substantiated as a multi-level, continuous, and practice-oriented model that integrates educational, managerial, and evaluative components and operates on the principles of openness, adaptability, and institutional interaction. It has been established that the professional development of referees in the USA is based on the principles of the competency-based approach, individualization of learning, gradual professional growth, and systematic monitoring of officiating quality, and is implemented through the concept of “learning by officiating,” which emphasizes the dominance of practical experience in real competitive environments and continuous feedback.

The functional complementarity of the NBA, G League, and NCAA programs is analyzed as structural elements of a unified national ecosystem for referee development, ensuring a consistent transition from the basic to the professional level of officiating. The leading technologies of professional development are characterized, among which particular importance is given to video analysis of game situations, expert evaluation, mentoring, digital learning platforms, situational modeling, and rating systems for assessing referees’ performance effectiveness.

The features of certification and licensing are identified as institutional mechanisms for standardization and quality control of referees’ professional activity. It is proved that the effectiveness of the American model is the combination of educational innovations, technological support, and managerial approaches to human resource development in sport, as well as a high level of institutional coordination between various organizations and leagues. The possibilities of adapting certain elements of this experience to the Ukrainian system of training sports referees are substantiated, taking into account current challenges in the development of national sport.
