PROFESSIONAL DEVELOPMENT OF BASKETBALL REFEREES AS AN ISSUE IN COMPARATIVE PROFESSIONAL PEDAGOGY

The article presents a comprehensive theoretical and methodological analysis of the professional development of basketball referees as a relevant issue in comparative professional pedagogy. It is substantiated that under conditions of sports globalization, increasing intensity of competitions, and growing public demands for officiating quality, the professional development of referees acquires a systemic, continuous, and pedagogically organized character. The essence of refereeing activity is defined as a multidimensional system that includes regulatory, cognitive, operational, communicative, psychological, and evaluative components. It is proved that the effectiveness of refereeing depends not only on knowledge of the rules but also on the level of professional competencies, decision-making skills in complex game situations, stress resistance, and reflective abilities.
The study analyzes current scientific approaches to the training and continuous education of sports referees, revealing their fragmented nature and insufficient focus on individual professional development trajectories. Particular attention is paid to the role of international standards and professional organizations in shaping unified requirements for officiating. It is established that modern models of referees’ professional development are based on the principles of continuity, competency-based approach, institutional regulation, and integration of educational and digital technologies.
The generalization of international experience demonstrates the effectiveness of analytical systems, video technologies, artificial intelligence, and virtual reality in referee training. The study justifies the relevance of comparative analysis of national models, particularly the American system, as a basis for improving domestic approaches to the professional development of sports referees.
