EUROPEAN EXPERIENE OF THE FORMATION AND DEVELOPMENT OF THE HIGHER EDUCATION QUALITY ASSURANCE SYSTEM

The article deals with research of formation and development of the system of higher education quality assurance in Europe. It has been noted that higher education quality assurance is a priority area of European Union development overall and is a national priority that envisages treatment of higher education as the highest value, guarantee of social progress, national security, competitiveness of the country, higher education and individuals.
Three periods of formation of the system of higher education quality assurance in Europe have been revealed. Goals and aims of the European association of higher education quality assurance have been singled out, that are aimed at the development of processes and the system of quality assurance in European higher education area. Engagement into the processes of higher education quality assurance, namely of external stakeholders, enables European systems of higher education to show quality and improve transparency, which promotes mutual trust and better acknowledgement of their qualifications, programs, and other services.
It has been noted that the development of European system of higher education quality assurance is greatly influenced by annual European quality assurance forums starting from 2006 held in various European countries. At the given forums, the most urgent issues related to higher education quality assurance are discussed.
