Abstract

The article addresses the problem of supporting the development of physical education for school-age children in the context of ongoing reforms in the field of physical culture and sports at the national and regional levels, considering it a local challenge to Ukraine’s sustainable development. Research Results. The improvement of the physical education process for school-age children is achieved, among other factors, through the organizational and pedagogical potential of physical culture and sports management bodies. Based on the SPACE analysis, the potential influence of physical culture and sports management on the process of physical education in general secondary education institutions of the Zhytomyr region was assessed. Qualitative parameters of the strategy for improving the physical education process in the school environment, as a component of the overall physical education system, were identified. A comprehensive approach to the utilization of the organizational and pedagogical potential of regional physical culture and sports management bodies aimed at improving school physical education in the territorial communities of the Zhytomyr region was developed. An organizational model of scientific and practical partnership for enhancing the physical education process of school-age children was proposed. Conclusions. By positioning the physical education process of schoolchildren as a structural element of the general physical education system that contributes to the development of regional human capital, it was established that the institutional capacity of physical culture and sports management bodies—which encompasses a configuration of factors such as the state of infrastructure, a favourable external and internal environment, stable regional intersectoral and intersectoral linkages, management traditions, resource allocation mechanisms, and the physical culture, health and sports needs and priorities of the community—can be optimized through the establishment of regional clusters of scientific and practical partnerships for the development of school physical education at the level of territorial communities.
